If you do not see the menus you think you should be seeing, the first thing to check is your organization. 

PubSafe allows users to below to multiple organizations and easily switch between them. Changing organizations is done through the mobiel app under the More>Organization(s) menu. Organization administration. The organization selected in the app controls the organization you see when you log into the web portal. You cannot interact as an organization member with more than one organization at a time. 

The menus visible maybe different between organizations. Contact your administer to confirm you have been assigned the correct access rights, you have the proper version of the PubSafe mobile app (Pro, Gov, Enterprise) and you organization has the correct designation such as NGO, Gov or Enterprise.
